If you are defining something by distinguishing it from a larger class of which it is a member, use “that”: "Give me the book that is on the table." There are a number of books in sight, but only one of them is on the table, and that is the one I want. "Give me the book" would leave the hearer confused as to which book was wanted.  When the general class is not being limited or defined in some way, then “which” is appropriate: "Give me the book, which is on the table." I want the only book in the room, which happens to be on the table. "Give me the book" would have the same result, but it might take you longer to find it.

Another example:  The lawn mower that is broken is in the garage. (Tells which one).  The lawn mower, which is broken, is in the garage. (Adds a fact about the only mower in question).
