Well I figure it's a caption although it was once a title.  See the person posting the picture obviously cropped out the work "It Again" ofter the word "Blows" so in this context I believe it would be safe to say that the intended purpose of the once headline is to work as a caption....kinda like parchment and pappyrus...right bob?

I maintain that a recaption is just a caption with a re!  Therefore my statement of it being a caption is correct
